IOWA SECTION First-ever state infrastructure Report Card attracts wide attention With an overall grade of C–, the Iowa Section recently released its first 2015 Report Card, which it dubbed A Call to Action for Iowa’s Infrastructure.  The Report Card contains one good B grade, seven mediocre Cs, and three poor Ds. The statewide assessment of 11 infrastructure categories applied eight criteria, including capacity, condition, funding, future, operations and maintenance, public safety, resilience, and innovation.
