VIRGINIA SECTION
State legislator receives ASCE’s OPAL lifetime achievement award for government


Thomas D. Rust, P.E., M.ASCE, a member of the Virginia House of Delegates who has focused on improving public and higher education in Virginia and on transportation infrastructure improvements, is the recipient of ASCE’s 2015 Outstanding Projects and Leaders lifetime achievement award for government.

As the representative of northern Virginia’s 86th District since 2002, and previously mayor of Herndon for 19 years, Rust is recognized as one of the most effective legislators in the state assembly, gaining high marks from the nonpartisan Virginia Foundation of Research and Economic Education. Presently sitting on the labor, education, transportation, and science and technology committees of the House of Delegates, Rust chairs the Joint Commission on Technology and Science, a permanent legislative commission promoting advancement of technology and science in Virginia. Among his recent accomplishments, Rust was instrumental in adoption of a long-overdue restructuring of transportation funding and planning in Virginia. Hybrid stressed ribbon bridge in Durham sets U.S. record


The bridge, which spans 210 feet across Interstate 40 in Durham, N.C., connects two sides of a rails-to-trails pathway known as the American Tobacco Trail. See the self-anchored bridge in ASCE’s online edition of Civil Engineering magazine.
