REGION DIRECTOR'S REPORT Highlights of October’s ASCE Board of Direction Meeting Kenneth B. Morris, P.E., PTOE, M.ASCE, your Region 6, Director, is a member of the Oklahoma Section and is president of KME, LLC in Edmond, Oklahoma. Ken represented you at the October 5-6 Board meeting in Panama City, Panama, held in conjunction with ASCE’s Global Engineering Conference 2014. The conference helped commemorate the 100th anniversary of one of civil engineering’s greatest achievements—the Panama Canal. Seeing the massive effort underway to expand the canal, and collaborating on the conference with ASCE’s partner Engineers Without Borders–USA, gave additional meaning to the Board members’ role of guiding the important work of ASCE and the profession. Also participating in this meeting as observers were ASCE’s incoming officers, who were formally installed during the annual business meeting later in the week. NEW MEXICO SECTION Civil and environmental projects manager elected an ASCE Fellow Andrew “Andy” Kirk Phelps, P.E., F.ASCE, BCEE, principal vice president and global manager of Operations for Bechtel Mining & Metals has been elevated to ASCE Fellow status by the Society’s Board of Direction. Phelps has led several challenging projects and was instrumental in a number of significant organizational transitions. Among the projects highlighting his career include the restructuring of the British nuclear industry for the British Government Department of Trade and Industry; restructuring of both the Oak Ridge and Los Alamos complexes under contract to the U.S. Department of Energy; the State of Mississippi’s response to Hurricane Katrina; and Saudi Arabia’s response to the Arabian Gulf oil spill during the first Gulf War. IN ASCE’s CIVIL ENGINEERING ONLINE MAGAZINE Dramatic national memorial honors disabled veterans The nation’s newest memorial is not only a tribute to disabled veterans but also a triumph of design and engineering teamwork. The Disabled Veterans’ Life Memorial Foundation selected a design by Washington, DC-based Michael Vergason Landscape Architects in 2003 from among 20 submissions in an invitational design competition. TEXAS SECTION State amendment would dedicate some tax revenue for transportation On the ballot for voters in Texas next month is Proposition 1, which would dedicate a portion of the state’s oil and gas tax collections to the State Highway Fund. If the measure passes, $1.7 billion could be transferred to the fund in the first year alone. This would prove a significant step toward meeting the funding needs of many transportation projects. ASCE is urging a “yes” vote on Proposition 1. A “yes” vote will ensure a reliable source of transportation funding without the creation of new taxes, tolls or user fees.
